Faith-based organizations are often the very first point of contact for individuals and families navigating the pain of addiction. With local substance misuse rates surpassing the state average, Cecil County faces a critical public health crisis—and our faith leaders are on the front lines.
Presented in partnership by Sandy Cove Ministries, The Danya Institute, and Intersect Access, the Faith-Based Opioid Response Leadership Institute is a collaborative, county-wide initiative designed to bridge the gap between faith communities and the behavioral health system.
Funded at no cost to participants through the Cecil County Opioid Restitution Fund (ORF) Community Grant Program, this program equips pastors, ministry leaders, and congregations with the practical knowledge, skills, and partnerships needed to respond effectively to substance misuse with compassion and evidence-based care.
Through interactive convenings and facilitated cohort discussions, participants will explore practical implementation strategies from a faith-informed perspective:
Stigma Reduction: Cultivating safe, supportive, and shame-free church environments.
Overdose Prevention & Response: Life-saving harm reduction techniques and emergency response training.
Co-Occurring Mental Health Conditions: Understanding the intersection of mental health and addiction.
Navigating Local Treatment & Recovery: Mapping community recovery pathways, clinics, and support networks.
Building Behavioral Health Partnerships: Connecting your ministry directly with local healthcare and human service providers.
Action Planning & Long-Term Support: Small-group strategic planning and continued consultation beyond the one-year grant cycle.
All participating leaders who complete the program will receive a formal Certificate of Completion.
